Building on the 2021 ODNI Preliminary Assessment, successive versions of the National Defense Authorization Act have included provisions directing ODNI and the Department of Defense to develop plans for the review and potential declassification of historical UAP-related records, alongside proposed standalone disclosure legislation debated but not fully enacted in Congress.
Assessment
Proponents, including some members of Congress, have criticized the pace of implementation as slower than legislative intent, while executive-branch officials have cited genuine national-security classification concerns for some records. The process remains active and incomplete as of the most recent September 2025 House Oversight UAP Hearing.
