On the evening of October 4, 1955, U.S. Senator Richard B. Russell Jr. was traveling by train through the Soviet Transcaucasus with Lt. Col. E. U. Hathaway and Ruben Efron. Near Baku they reported seeing a round craft rise slowly from near the ground, with lights, and then a second one, which then flew off at high speed. The three were debriefed by U.S. officials in Prague days later.[1]

Investigation

An Air Force intelligence report dated October 14, 1955, and CIA reports and debriefings document the account; one CIA report describes “triangular aircraft with wing lights” launching steeply from an airfield. A CIA analysis memo summarized the event as “two lights rising vertically” and concluded the reports did not indicate an “unconventional aircraft.”[1]

Assessment

The witnesses were credible and the sighting was taken seriously, but the most likely explanation is Soviet jet aircraft (possibly an experimental design) taking off at night. The case became public through FOIA releases in the 1980s; PURSUE published less-redacted copies in 2026.
