Deputy Secretary of Defense Kathleen Hicks signed a memorandum establishing the AARO, succeeding the earlier UAP Task Force (UAPTF) with a broader mandate covering air, sea, space, and undersea domains, and a direct reporting line intended to reduce stigma around military UAP reporting.
Assessment
AARO’s creation followed directly from the findings of the 2021 ODNI Preliminary Assessment and sustained congressional pressure, and the office subsequently absorbed responsibility for reviewing historical cases, producing the AARO Historical Record Report (Volume I).
