Walter N. Elder was a senior CIA officer who served as executive assistant to the Director of Central Intelligence, John McCone, in the early-to-mid 1960s.[1]
PURSUE Release 05 included briefing material prepared for Elder about the November 19, 1964 Puerto Rico incident, in which a Navy pilot saw a delta-shaped object and the destroyer USS Gyatt tracked a contact at over 3,800 knots for 21 minutes.[2]
Assessment
That the Director’s office was briefed shows the case reached the top of the CIA, likely because of concern about foreign intelligence collection near U.S. missile ranges or a possible link to the CIA’s own A-12 OXCART program.
