Edward Cristy Welsh was an economist who served as executive secretary of the National Aeronautics and Space Council (NASC), the cabinet-level body in the Executive Office of the President that coordinated U.S. space policy, from 1961 to 1969 under Presidents Kennedy and Johnson.[1]
PURSUE Release 05 included a November 1963 Foreign Broadcast Information Service report from Welsh’s files about a Brazilian radio story of a “large metal sphere” with a dead occupant crashing in Bahia. State Department cables show the U.S. Consulate later found the story to be a fabrication.[2]
Assessment
Welsh’s office tracked anything that could bear on space policy, including possible satellite or rocket debris; keeping the report does not suggest he believed it.
