The Robertson Panel was a CIA-convened group of scientists, chaired by physicist H.P. Robertson, that met for several days in January 1953 to review the strongest available UFO case evidence, including photographs and film.

Conclusions

The panel concluded that most sightings had conventional explanations and posed no direct evidence of a national-security threat, but recommended the Air Force nonetheless conduct a public-education and ‘debunking’ campaign to reduce the reporting burden, partly out of concern that sighting waves could be exploited by adversaries to overload defense communication channels.

Criticism

Researchers have long cited the panel’s debunking recommendation as evidence of a deliberate, officially sanctioned policy of downplaying UFO reports independent of their evidentiary merit, a criticism the panel’s surviving records partially support even as its scientific conclusions about individual cases have held up reasonably well.
